DN - How to export / import comments

We had an issue with delivering change sets from one stream to another, so we used a work around ReqIF export and import. But ReqIF exchange is not able to transfer comments therefore we need a solution to export and import comments from one stream to another as workaround in case change set delivery does not work.

Use Case:
1) document shall be transfered via ReqIF from one PA or database to another, comments will be lost because they can not be exported/imported
2) comments can not be use for Excel round trip
