In Streams with option "To edit this stream, changes must be made in a change set" enabled, the user shall be able to do the following actions related to ReqIF Definitions directly in the stream, i.e. without a Change Set:
Create new ReqIF Definition
Change Settings of ReqIF Definition
Export (from ReqIF Definition)
Currently, when working in a stream with option "To edit this stream, changes must be made in a change set" enabled, performing DNG ReqIF Exports can be overly complicated:
If no ReqIF Definition exists, user needs to create a Change Set, create the ReqIF Definition, deliver the Change Set
Even if the appropriate ReqIF Definition already exists, user needs to create a Change Set, export from the ReqIF Definition in the Change Set, deliver the Change Set
The option "To edit this stream, changes must be made in a change set" is meant to "protect" against unintended changes to the "actual" requirements (e.g. Content and attribute values of artefacts).
Creating, editing ReqIF Definitions and DNG ReqIF Exports from ReqIF Definitions do not have any impact on the "actual" requirements. Thus, it should be acceptable to execute these actions directly in the stream even if "To edit this stream, changes must be made in a change set" is enabled.
