Ability to Idle Maximo Application Suite when low workload to save infrastructure cost

Customers have many MAS instances and would like to shutdown during the weekend and able to bring back during work days. This is to save/optimize the infrastructure cost. Also ability to scale down the capacity on need basis.

I would like an Event Lookup category for application designer that would add the ability to hyperlink to an outside link based off data in the text field stored in the database.
