Please note that GCM is driven by the OSLC specification which defines how GCM interacts with OSLC compliant applications. Another route to take would be to introduce the desired behavior into the OSLC specification. This would drive adoption by OSLC providers such as GCM.
I imagine it being created from the GC application... i.e. if I create a new global component/configuration, I can choose to automatically create a new local component/stream in one or more of RM, QM and EWM apps at the same time, associated with the global configuration I created.
In most instances, if I'm creating a new component in any of the applications, I'm manually repeating this across all the applications and pulling them together in the GC app.
