SE Toolkit to check remote resource connection and issue warning before execution

Some of the SE Toolkit helpers establish OSLC links, like Create Sequence diagram, Merge Functional Analysis and Merge Block Features (and potentially others).
OSLC Link creation can only be successful, if the remote resources are connected, i.e. the user is logged in. The helpers will execute today and potentially report errors in OSLC link creation afterwards.
It would be regarded helpful, if respective helpers would check for existing remote artifacts packages and there connection status. In case connection is inactive a warning could be issued to the user to log in before continuation.

Since the log in after start Rhapsody/loading a model can be easily missed, it is assumed a common cause of failure.
