Rhapsody - Add Property or API Method to Prevent OSLC Link Status Refresh for Remote Links

Currently, there is no way to specify in an RMM-enabled model to not query remote artifact servers (CCM, RQM) for incoming architecture element links. When iterating over large collections of elements via an API helper, this can cause a significant delay in processing as Rhapsody performs a series of update calls to the remote server(s) for every iterated element.

I suggest adding a project property and/or API method to allow access to Rhapsody model elements without having Rhapsody fetch its remote artifact links.

Alternatively, the behavior can be changed to not even attempt to fetch remote artifact information if the user is not logged into the remote server.
