Makefile for MINGW: LIBS should use same path separator as INST_LIBS, OXF_LIBS

Currently only variable LIBS seems to use a backslash \ as path separator. Other variables e.g. INST_LIBS, OXF_LIBS use slash /. So please use also / for LIBS. I recommend this harmonization for consistency reasons, even if both work with MINGW.

    AsHi,

    There is a property that controls the path delimiter: C_CG::MinGW::PathDelimiter

    1) Change C_CG::MinGW::PathDelimiter to be "/"

    2) If (1) does not work, please provide a simple test case that demonstrates the issue.
