Add an option to Database Properties/Login/Failures/Notify failed logins by email to: (userNotifyList in DXL) to remove inactive accounts from the list

Currently the list of users to be notified upon a failed login, can contain disabled accounts, who continue to receive notifications. This may be desired, as recipients may not be active DOORS users, mailing lists, bots etc. .
Some organisations may choose to consider only active users to be valid recipients of login failure notifications. For them a simple button in the UI to filter for and allow the removal of inactive/disabled users, would make the maintenance of this list more userfriendly.
