Refactoring RM components with skew should be easier to resolve

I have a scenario where I have two DOORS Next modules in the same RM component that need to each occupy their own, individual RM components.

So I create two new RM components with the same schema and clone each module into its own RM component (using change sets). I then add the stream from each of the two new RM components to the same global configuration, however, I am prevented from adding the second stream with the following warning:
"Adding this configuration would cause the same artifact to be present in multiple components in a configuration hierarchy.ID CRJGC3068E"

I created a Report Builder view that displays all artifacts in an RM component and exported the results to Excel. I did this for both of the new RM components. Excel determined that there were three duplicate artifacts (that were the result of artifact reuse between the two modules), so I deleted one of each of the duplicates so there would be no more skew.

Returning to GC, I am still prevented from adding the second stream to the global configuration. I would expect to be able to proceed with my adding of the second RM configuration.
