Enhanced strategy for DNG cloning from one component to another

In dng we wanted to move artifacts from one DNG component to another one and used the clone and delete in original component feature. After adding the new component stream to GC we got the "same artifact in multiple components error" in GC.

The issue belongs to personal GlobalConfig streams per user.

Here are the steps to reproduce it:
1. Creation of Local baseline in the Source
2. Clone of artifacts
a. From: Source
b. To: Target
3. Creation of local baseline in the Target
4. Delete of original artifacts in the Source
5. Creation of local baseline in the Source
6. 1st attempt to add the Target to a pre-existing Global Configuration containing the Source
a. Error: Adding this configuration would cause the same artifact to be present in multiple components in a configuration hierarchy.ID CRJGC3068E
