DNG : Tag modification is not always reported in the Compare and Deliver dialogs

The goal of this RFE is to improve the behaviour below so that the users know in the Compare dialog in the GUI, what was modified, but are still the same in both streams To reproduce: -create a CM enabled project -create a Requirement -add a Personal tag X on the Requirement -create a Changeset -in the Changeset context, on the Requirement remove the Tag X and add it again (still as Personal Tag). -Do the Compare of the Changeset and the stream Observed result: -In the Compare dialog, the artifact is reported in the section "In Both, but different", however there is no highlighted difference: ---the tag X is the same ---the modified time of the artifact is the same. So we don't know what was modified, and there is no way to know what was modified. Expected result There is a way to know what was modified, even if all the attributes + Tags are the same at the time of the Compare. For example, the "tag" keyword is highlighted in both the Changeset and Stream section and has the same value.
