DNG to detect and avoid creating links to same artifacts

Hello team,

Currently, whenever we perform a merge or a delivery of artifacts, the tool doesn't detect if there are any links already present in the artifact and instead considers the link as new each time, thus adding the link again.

So, every time the user needs to verify the additional link and delete it via a changeset delivery to avoid further issues.

It would be good if there was some kind of check to see if there is any link existing already.
