Current behavior: DNX allows creation of both base links (directly to a base artifact) an in module links (artifacts inside a module). In Continental we want to work mainly in modules and all links should be in module links, except the attachments and term links to glossary. At this moment we can not restrict creation of base links and users often create this kind of links by mistake. These links are not visible in reporting and therefore need to be later on changes to in module links.
Requested change: Allow defining for each link type if it is allowed to create it as Base link or not. A possible solution: for the mentioned links the option to look into a folder in order to select artifact should not be visible.
Change reason: ensure consistency within projects; avoids creation of unintentional base links, which later need to be moved to in module links.
