Ability to restrict creating trace links only to artifacts in modules.

We have adopted a practice to only create trace links between artifacts inserted into modules. Modules are helpful to establish which artifacts are currently active and which have either been removed but not permanently deleted, perhaps for future incorporation. Modules are also helpful to establish structure for reports. What we have found is that most users make at least one rookie mistake by creating trace links to the base artifact outside of the module. The problem this creates appears when trace reports are produced. We have found that when both types of traces exist (between artifacts in modules / direct artifact traces) the Report Builder reports ignore the artifact-to-artifact traces not within the module and the reports end up looking like they are incomplete, missing information. And in fact they are. If we could turn off the "Folders" radio button in the "Add Links" dialog box or otherwise disable it and force users to select a module for trace links, then all would be good for us.

    Every new user that gets started makes the mistake of linking to base artifacts at least once. I just spent an hour with another new user who made this mistake untangling and redoing their work. We really could use this feature.

    And add the oposite too - have customers only working with base-links
