RFE - 6.0.6 Upgrade - for JRS Report Scheduler, allow only select people to use the Scheduler

IBM will be installing a JRS Report Scheduler with the 6.0.6 Upgrade.

Based on recent conversations with IBM, our opinion is that:
1) there is no way to turn off the new JRS scheduler
2) automatically delete old report data
3) limit its use to a select group of people
4) limit users in how much demand they place on our CPU or disk space utilization (we do understand based on a 10/8/18 meeting with IBM that we can limit the number of concurrently running scheduled jobs - this is good news)
5) mandate that it is used during off peak hours.

To us this means that the database that holds the data from report executions could get filled up, or CPU utilization go so high that system performance degrades.

Risk 1: JRS Scheduling could cause over utilization of disk space on one or more of our servers due to scheduled reports using up our disk capacity. Having a data base get filled up would likely mean no more reports could be successfully executed.

Risk 2: JRS Scheduling could potentially absorb all of our CPU capacity on one or more servers. This could cause our servers to slow down, or one or more servers could come down.

To address the above risks, we would very much like the ability to select who can use the scheduler. This is not a request to disallow specific users, rather to specifically enable, through active consideration, who exactly can schedule a report in JRS.
