Remove restriction of 3 concurrent report generation from RM

Our users (thousands) have found RM Generate report from View very useful. They might generate report from the whole Module (e.g. Module Book) and from Shared/Personal View or simply from one or few selected artifacts and then click Generate report from View.

But now the 3 concurrent report session is causing huge queue like over 600 reports in queue we have now. This means that this is not working at all anymore.

We tried to raise limit to 10, but the it slowed down the whole RM so we had to put it back to 3.
