Enhance MAS User REST API to accept security groups as part of the JSON body

The MAS REST API to create a user does not include a property to specify the user security groups. To create this association, it is necessary to create a separate call to the group REST API and alter the users membership list. Adding adding the property to the User REST API would allow clients to make a single REST API call to add a new user and with their security group.

    Good restful API design would separate the modification of the user record and the management of the relationship between that user record and one/more group records. If the user modify API also had to process group membership, it would be an overhead on every user record update (e.g. to check the groups actually exist). As it stands, when you call that API all the changes are isolated to the user record so we don't have any overhead of dealing with stuff like that.

    While we recognize there are pros and cons to both approaches, making such a change would be inconsistent with the wider design of our APIS
