We are not seeing any option to make the bulk of users Inactive if they are not logged into Maximo for a longer period of time.

Bring back sub tabs on an applications list tab

If you have a application where you added a sub tab group with some tabs on an applications list tab, it is not showing any tabs in the application unless you remove the type="list" tag of the list tab. With this workaround all tabs are shown now....
