Add a check to warn the user to not delete an TC/TCER/TER if it was part of a not deleted TSER or Test Suite Result

I have encountered several instances where users, who "updated" a test suite with a new TC and then deleted the old one caused prior Test Suite Results to become "corrupt" as they lost TC result records. This also caused problems in reporting.
