Add Storm Tracklayer visible in EIS Dashboard to API catalog

Allows clients to create meaningful insights on their maps using best-in-class data from IBM-TWC


With the release of Essential EIS in late September, users will have access to the premium APIs

    PM needs to request that TWC add this endpoint into the supported endpoints we sell today (IBM no longer has access to the Aviation Advanced package). If they enable us to do so, we will add the supporting documentation within our documents.

    Just found out this exists and is in the Aviation Advanced Core Package https://ibm.co/3BWCSeQ

    I would suggest adding this to EIS premium or similar
