Support free choice of file encoding for code generation

https://www.ibm.com/support/pages/customize-code-generation-using-ibm-rational-rhapsody-c#unicode shows that the file encoding of source code files generated by Rhapsody have a fix file encoding which depends on the selected Rhapsody GUI language.

First: The dependency between GUI language and source code encoding is a bad thing: Generated source code shall be identical regardless which GUI language is chosen.

Second: The file encoding  for generated source code should be choosable by the developer so that it fits the needs.

So the idea is that Rhapsody gets extended to allow the selection of the file encoding to be used for generated source code. The choosable file encodings should at least contain the already available encodings (see link above) and Unicode.

This selection should be a model property so that everyone that uses the model automatically generates code with the same encoding as the others.

This selection should be independent from the chosen Rhapsody GUI language.
