Participants can be added to review without permission/license to participate in review.
When a Review is being set up, the creator who adds multiple people to the review does not know if a user is archived or if the user even has permissions to participate. There's two parts to this. 1.) Note that "(archived)" does not appear next to an end-user's name in Reviews like it does elsewhere in DNG. A known feature in DNG is that when an end-user is place on the inactive list but not removed from the project, the user is stamped with (archived). As a result without (archived) besides a user's name in the review, the creator will wait for that participant to respond but the user will know nothing of the review. 2.) A user without permission or license to participate can be added to a review but has likely never participate in a review and typically waits until the deadline only to find out participation is blocked, thus delaying the completion of a review in a timely manner.
Better Usability would be 1.) Showing "(archived)" in the list of users if the user is deactivated in Jazz. Also 2.) some check, indication or combination of rich hover info that shows what the user's project role/permission & JTS license is. This way only curated users are added to the review.
