Optional Reviewer Should be able to Participate in Review after Approver(s) Click Done - prior to end date and while review is still active.

Expected Outcome: The optional Reviewer should be able to participate until the review is Finalized.

Actual Outcome: Optional Reviewers sit and stare at the screen wondering why their normal options are still active but nothing happens. They are blocked from participating without receiving any msg as to why they cannot act on the review.

Steps to Reproduce:
1. Create a Review with more than one Optional Reviewer and at least one Approver.
2. Start the review, test that one Optional Reviewer can participate.
3. Have the Approver (all Approvers in the review) complete the Review and click Done.
4. The Review is not yet marked as Finalized.
4. Check that all Approvers have clicked Done, then as an Optional Reviewer attempt to participate in the Review. Options are still active but nothing happens when attempting to participate.
