Yes, the Unresolved Comments being able to go to a Finalized Review is an issue. You can't Resolve the Comments once Finalized. The one who creates the Review should be able to open a Finalized Review to correct this... or just make all Comments as part of the Review automatically Resolved once you Finalize the Review.
