Enhance API comment calls to include all comments

Currently reviews RM web API ("/rm/publish/reviews") is used to fetch the review which includes the review artifacts, participants, and review artifact comments. With this call, however, the review comments and any module artifact comments are not retrieved. Retrieving the review comments and review module artifacts both require an additional RM web API ("/rm/publish/comments"). It would be optimal to retrieve all data in the "/rm/publish/reviews" API. Additionally, it would be great to have the ability to specify which comments to retrieve, e.g., "review artifact", "review", "all", "none", to speed up the processes.
Since our users often need more than just the review comments to ensure all updates are made, we also must gather any non-review comments related to review artifacts. This requires an OSLC web search API call for each review artifact to retrieve the related artifacts, e.g., "base artifact", "module artifact", then invoke the "/rm/publish/comments" API for each. If the review artifact is a module, yet another API call is invoked to retrieve the list of child module artifacts, where for each the above is repeated (also using "/rm/publish/comments").

, we think it would be ideal if there was a streamlined API to retrieve non-review artifact comments by passing either the review URI or a list of review artifact URIs or IDs.

    IBM has evaluated the request, and has determined that it can not be implemented at this time or does not align with the current multi-year strategy. This request may be resubmitted for consideration after 12 months from the date of decline. The request submitter will automatically be notified by email when the request qualifies for reconsideration and resubmission.
