Add capability to customize ‘default' comment targets within review and non-review.

This request is to add the ability to customize who is the default recipient on an artifact comment. There are a few ways this could be implemented, such as a default field on all artifacts that defines who comments are sent to (including a field on the review),
IS: Currently, non-review comments are targeted to Created By and Modified By users; review comments on artifacts within a module are also targeted to Created By and Modified By users.
REQUEST: Non-review comments and review comments on artifacts within a module have comments default targeted to new Comment User field on the artifact. Comment User field is default to Created By user and is multi-select.
IS: Review comments on the review have no default target
REQUEST: Review comments on the review have comments default targeted to new Comment User field on the review. Comment User field is default to Created By user and is multi-select.
IS: Review comments on a review artifact have no option to add a default target.
REQUEST: Review comments on the review artifacts can be directed to a user, and the default target is set to new Comment User field on the review AND to the Comment User field on the artifact. Comment User field is default to Created By user and is multi-select.
