Add "Read Only" change management constraint to individual streams

It is not uncommon to have a single stream that represents the production state of a component design. Work on the system takes place in work streams that are branched from the production state and, after suitable review and approval, merged into the production stream. This use of work streams is similar in concept to the Change Set, but allows for a team of people to collaborate on the change prior to merging into the production stream. The requested feature is similar to the "To edit this stream, changes must be made in a change set", with two differences: - Child streams do NOT inherit this setting (they will be the work streams). - Changes must be made in a child stream rather than a change set An alternative suggestion would be to make change sets conveniently usable by entire teams, not just an individual.
