A standard, simple, typical development model in RTC would be to have a DEV stream and a PROD stream. In the DEV stream, people can essentially make any changes they want to. But to take those changes and move them to PROD, rules have to be followed, like having a link to an approved work item.
DNG does not allow this use case.
In the current version of DNG, if you have a DEV and a PROD stream, but set PROD so that change sets must have links to approved work items when DEV doesn't have this restriction, the UI just flat out doesn't support things. DNG just tells you, "There are no changes to deliver to PROD."
Furthermore, seasoned users don't even have a way of seeing which change sets *could* be delivered if they had links to approved work items. There's no good way to find them.
This means that a manager or requirements review board has no good way of dealing with proposals that don't require more overhead than necessary.
The idea is that the requirement authors could be very creative without having to open workitems for every change in DEV, and only when things get delivered to PROD is that necessary. But the tool doesn't support basic change management principles like this.
