Introducing an option to enable personal changesets

Current Situation:
Every change set that is created is automatically created as shared. In other words, it is possible for several people to work within a change set. This general setting can lead to accidental changes/deliveries being made in third-party change sets.

Target Situation:

When creating a change set, there should be the possibility to choose between shared and personal. This setting allows the user to keep control of his own change set. Accidental changes and deliveries of change sets can be prevented.

Business risks:
- Accidental changes to change sets make it difficult to structure change sets according to a theme.

- Not correct delivered change sets that were in progress lead to Gaps in the master

Benefits:
-Structured way of working.

-Master-Stream always with finished results.

-No Accidental changes to change sets
