Support cross-server link constraints

When links are created from one server to another, the link constraints shall be considered:

In case the link is correct according to constraints: link should be created with no further message

In case the link violates the defined link constraints: an error message should appear.

Steps to Reproduce:

1) Set up two RM Servers using the same JTS, and adding data sources for both to LOX. (I'll call these rml and rm2 from now on)

2) Create the following CM enabled project on rm1: P1

3) Create the following project on rm2: P2

4) On both projects, define an artifact type, link type (for example Satisfaction), and a Link Constraint allowing links between artifacts of this type using this Link type. Across all project, each artifact type (text and Module) and link type

should have the same RDF URI.

5) Create a GC Project / Component and the stream from each of the projects. Associate the projects to each other.

6) In both projects create a Module with one artifact in each. Names of artifact are for:

P1a: art1

P2a: art2

7) Create an outgoing link from art1A to art2A.

Expected Results:

Link creation is possible
