Artifact Audit History should show all users that made modifications, in addition to the users that submit changesets

Currently, each item in an artifact's audit history shows:

- the change that was made

- the user that made the modification

- the time of the modification

- a link to the changeset the change was made in


The exception to this rule is that the last modification that was made for each changeset lists the user that submitted the changeset, not the user that actually made the modification to the artifact. Similarly, the date that the changeset was submitted is listed instead of that modification's date.


The request is that the above exception get removed, and that the submission details are shown somewhere in addition to all modification details being shown in their respective entries.
