Remind users if a Change Set (CS) is older than one week and not delivered yet

Current behavior: 
Currently a lot of change sets are created by users but forgotten that they are open or not found any more, since it's not known how to find them.
Finally we have a lot of old CS also containing changes no one knows if they are still valid.
Also the "Composite Delivery" -CS are often overseen.

Requested change: 
Remind user once a week if he has a Change Set which is older than one week that isn't deliver.
Describe how to find the CS view and where to check for changed artifacts from the CS. Provide a link to the CS.

Change reason:
Currently we manually have to check every open CS and inform users to check themselves if changes are done with the CS
 

The user could be informed by email or by DNX popup or chat notification.
