[ERM] Link ID outside GC Context display incorrectly

As Requirement Manager, I am facing the following issue:

Links that are created in a specific global configuration are displayed correctly in the active link configuration but incorrectly in the inactive link configuration. 

Further, edit operations on links outside of its active gc context is allowed (and editing should not be allowed, as in some change set operations)

All this confuses and misdirects users into undesired behavior to process links incorrectly in the inactive gc context. Users end up deleting links that they should not delete because they think its wrong when its actually not wrong. Creating all kinds of erroneous work.
