Provide more information about LQE REST API for large customers with special circumstances

This is useful, because there are a number of REST APIs that are used in LQE to obtain and set certain information.

Some examples are:

https://<server>:<port>/lqe/api/metric-execution

https://<server>:<port>/lqe/api/metric-job

https://<server>:<port>/lqe/api/ds-status

https://<server>:<port>/lqe/api/app-config

Customers are able and do make use of REST API in other ELM applications to achieve automation of operations that are not ideally performed from the UI.
This is especially true for customers with large installations. So the request is to document these API somewhere.

Note: There is one tech note on this topic, but it only addresses the use of "metric-execution" API above.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans.
