Provide an option for end user to understand when changes are available in LQE

The ELM toolsuite shall support a possibility for and end user to understand if changes that are made in any ELM application are already updated in LQE.

As we are working in a config enabled world with usage of many fine-grained components, especially in DNG, LQE reporting is the only way to get (traceability) data across components for any configuration.

Many of our delivery artifacts as well as quality data relies on LQE reporting data.

In some cases, the reporting data is even used to do some (partially) automated updates in the requirements.

For all those use cases, it is essential for the end user (sometimes the author, sometimes a config or release manager) to understand the current update status of LQE to be able to generate valid reports (or at least knowing by when it is possible to generate up-to-date reports).

The current "LQE datasource up-to-date" does not help as it will probably never be up-to-date when there is a lot of activity on the server AND it can only be accessed by JazzAdmin.

    As part of the review process, we strive to be transparent about our intentions with each idea suggestion. This idea request is addressed based on the Run Report data completeness check (https://www.ibm.com/docs/en/engineering-lifecycle-management-suite/lifecycle-management/7.0.3?topic=trb-run-report-data-completeness-check-enabled) which is partially delivered in the JRS 7.0.3. This capability is extended with an additional use case to provide as complete a solution as possible to address this idea and it is part of JRS 7.1 Milestone 6, see https://jazz.net/pub/new-noteworthy/jrs/7.1/M6/index.html#1.

    As part of the review process, we strive to be transparent about our intentions with each idea suggestion. The IBM Engineering team has reviewed the idea, and based on our understanding, it is accepted as an uncommitted candidate. This idea request will be addressed based on the Run Report data completeness check (https://www.ibm.com/docs/en/engineering-lifecycle-management-suite/lifecycle-management/7.0.3?topic=trb-run-report-data-completeness-check-enabled) which is already partially delivered in the JRS 7.0.3. This capability will be extended with additional use case(s) to provide as complete a as possible solution to address this idea.
