Expose Broken links in GC-to-GC relationships by exposing Archived Streams in Reports

Trace Reporting is foundational to ELM. When a stream is archived, the target artifacts are archived and effectively the source artifacts traced to the archived target artifacts now contain dangling traces. To overcome this limitation, Archived streams should be exposed in reporting. When an archived stream is exposed in Reports it allows the trace reports to show that the targets are to an archived stream. While archived elements are not desired for active traces, including these in Reports allows for cleanup and correction of dangling traces, in case the trace target does not exist in the active stream. Today, the target side of the trace is completely hidden (when the stream is archived) and the dangling trace in effect is unreportable. It is effectively a defect in the trace and the report. NOT GOOD. 

So report all artifacts and links, including Archived streams. Allow for optional disabling of Archived elements in Reports. But allow for reporting of archived streams by default such that all elements can resolve, and nothing is hidden. 

Consider that child GCs are swapped out continuously in parent GCs leaving some former children GCs (Archived) with active traces, unresolved. 

This is a quality improvement and allows for comprehensive reporting instead of partial reporting which leads to confusion in the event traces do not resolve, which is always the case.
