[JRS]: Add system alerts feature for JRS

We are using System Alerts to display a message on the application tow arn our users when there are maintenance, migrations or outages.

We are displaying this message on all applications wich have the System Alerts feature (ie: jts, ccm, rm, qm).

We would like to have this feature enable for JRS and if possible other application to ensure that all our JRS users are aware about the information.

    As part of the review process, we strive to be transparent about our intentions with each idea suggestion. The IBM Engineering team has reviewed the idea, and based on our understanding, it is accepted as an uncommitted candidate.

    System alerts is JTS feature available for ELM 'foundation' applications like DOORS Next, EWM, and ETM. Let me change status back to the submitted state and IBM Engineering team review board will evaluated this request.

    Hello,

    I don't see the possibility to add a system alert message with "theme" features.

    It will be very difficult to change all the theming only for a message while the feature already exist in jts.

    Please find a screenshot of the feature that we would like to have for all ELM applications.
