Customer managed (customizable) maintenance page

Many of our government clients and defence contractors have proprietary maintenance messages and pages built in a language other than English (French in our case but I imagine this extends to other regions as well) that they propagate to their users on their other systems so that the user experience is consistent with the client's brand image (their logo, in French due to the territorial bylaws, etc.). Even some clients who's main communication language is English wish to customize this page with their logos, personal messaging, etc.
We would like for MAS to be able to expose the maintenance page shown during downtime (whether due to worker node maintenance, actual system crashes, etc.) so that clients can direct the page to a URL they control, modify and publish at will.
We believe this should be implemented at the MAS core level but if for whatever reason, Manage seems to be the better design option, that would work as well.
