Service Requests (RBA) - Option to add a filename and title for an attachment

When adding an attachment to a Service Request there are two scenarios 1) where the user doesn't care about providing a file name and title as they want to enter minimum number of fields 2) where technicians are raising both work orders and service requests and they have been trained to use the mobile applications and they understand that when the service request is eventually turned into a work order then good file names and titles will help them pick the right attachments to review and will help the reliability engineers and planners link the document to other Maximo records, for example asset, location, or PM so that it will help them and their colleagues at a later date when work is performed at the same location or asset.

Currently the design of Service Request (RBA) application only caters for scenario 1, which means that the filename and title are defaulted and meaningless. Trying to change an attachment after it has been linked to a record is not straight forward and you need permissions on the folders where the attachment is kept, to rename the file to something which could be used elsewhere. 

Some Maximo clients will only want scenario 2 because they don't allow service requests to be created by other people. Some clients will ideally want a choice depending on each person so that scenario 2 can be enforced for technicians who create Service Requests. Perhaps, a simpler and workable solution would be a System Property that exposes the sliding drawer for File Name/Title when adding attachments, but not to make either field mandatory and to allow the client to train the users who should enter a meaningful filename/title and why this should be done.

Remember that this requirement can be configured by adding the option allow-naming="true" to the attachment-list component.
