Add the ability to configure attachments to be downloaded alongside the work list

Maximo Anywhere currently allows users to configure attachments to be downloaded as part of the initial load (alongside a work list) on a record by record basis.

We have realised that Maximo Mobile does not download attachments alongside work orders and users need to have clicked the attachments section on a work order by work order basis to have these files available offline.This would very likely be a constraint in upgrading the solution from Anywhere to Mobile in certain clients who require documents to be available before they commence the work for the day

Suggestion is to provide similar capability than Anywhere, with properties to allow certain attachments to be downloaded upfront as part of the initia; setup

    The following idea was delivered as part of our latest 8.8 Maximo Mobile release, in July/2022.
