This the current behavior of Maximo Mobile, marking this as shipped. There are no major investments going to Anywhere which is going out of support with Maximo 7.6 soon.

The issue here isn't restricting the downloads. It is restricting access to the attachments that have already been downloaded.
I'm not sure that there is a way to control this because once the files have been downloaded they are out of the application's control.
IBM - can the mobile device's operating system help here e.g. by marking a file as only being accessible by specific users?
