Inspections Instructions should be a Full Screen Dialog instead of the sliding-drawer

Inspection forms and questions on the inspection form can have instructions about how to execute them properly. Customers often will provide diagrams or images to help convey the message of what to check, how to measure, etc. Today, we use a sliding-drawer control which will use 100% of the screen on small devices (such as phones) but only a small portion of the screen on larger devices (tablets or PCs). This causes the images in the instructions to be distorted and illegible.

Instead of the sliding drawer dialog (IE <sliding-drawer id="drawer2" align="start" header-text="Instructions" content-padding="false">) we should use the lg dialog (<dialog size="lg" id="drawer2" title="Instructions" >) which would utilize the entire screen.
