Graphical Scheduler - Labor Availability does not consider Shift Work Hours

Graphical Scheduler Labor Availability uses start time and end time of shift to define initial (before modavail) work hours, it does not consider the Work Hours field data.

For example if shift start/end times are 8am-4:30pm (the worker has 30 minutes for lunch), the user enters 8 hours in the Work Hours field. When viewing this in GS, it shows 8.5 hours (Shift start to finish), not 8 hours (Work Hours).

GS availability should only show the hours a worker is available to work, as shown in the Work Hours field.
