VET Use secondary craft to populate the destination travel matrix for spatial optimisation

Modify optimiser so that it takes into account primary and secondary crafts when assigning resources to a workorder.

When implemented this will increase the capabilities of this product for dealing with regionalised workforces.
While working with a national company Vetasi identified a new use case, not previously seen by IBM.

This RFE is the end result of a great deal of work between the client, Vetasi and direct with IBM development.

Once implemented it will help extract even more value from the system when dealing with secondary crafts.

Currently scheduler doesn't take into account the secondary craft when selecting records to calculate travel times.

A configuration setting (e.g. system property) should be added so that those customers who need to use secondary crafts for their scheduling can enable this functionality.

The overall aim for this is to ensure that the secondary craft is being used for scheduling.

In essence the Scheduler design only selects peoples travel time options based on their primary craft and those on workorders in the worklist being used. Despite the fact that workorders for their secondary craft are listed.

A real world example of this:
Mark Robbins has two crafts:
Support lead <- Primary
TDA <- Secondary

If a workorder is in the list that requires a “Support Lead” then “Mark Robbins” will be included in the request for travel time.
If a workorder is in the List that requires a “TDA” (but not a support Lead) then “Mark Robbins” will not be included in the request for travel time.

This means that although the person will be sent as part of the scheduling problem, it will fail on a Spatial optimisation due to not having travel time data for him when it tries to use his secondary craft.

This presents a serious problem for organisations who want to be able to schedule their work based on the secondary craft. Our customer expects to use this functionality every day as part of their standard scheduling process.
