Improve algorithm in progress' percentage calculation of Build

In the Build view, the progress of Build in percentage is not precise. It reaches rapidly to the 99% and stay blocked for a long time. So, we propose to review this algorithm in order to show a better progression of Build and avoid the thinking of bad functioning of the tool.

    The build progress is computed based on the number of completed activities with respect to the total number of activities configured for the build. Activities are Ant tasks which enable effective progress monitoring of the build. We typically break down the build process into a range of activities e.g. accepting changes, loading the code, compilation, staging, downloading test server, set up, running tests, publishing builds etc. Since we are unaware of the future activities for the build in progress, the logic takes an average of the number of activities in the previous builds to make an estimate.
    Activities can be configured at a fine level to estimate the progress more accurately. Activities can also be divided into smaller segments to form a nested structure.     If the build shows 99% quickly and then stays there, it may be because adequate activities have not been configured.

    #publish EWM RFE review board has evaluated this request. This request, while valid, is unlikely to be addressed in near-term due to other higher priority items on the Backlog. Although we are closing this request, it will be kept in IBM's ideas repository. We value your feedback and thank you for allowing us to partner with you in developing our products.
