Change the default view capability introduced in 7.0.2 to use a normal cookie and not a session cookie

The new feature uses a session cookie that is deleted when the browser is closed.  Users want to set a default and have it that way each time they open Report Builder.  Our reporting people were looking forward to this new feature when we upgraded but this is of little use to them if it does not use a persistent cookie.  The New and Noteworthy section for this new feature had this note:  Note: The default grouping you select is reset to Group by tag when you clear cookies.  Clearing cookies is seen as a manual operation or something that is set in the browser.  Closing a browser is not what is typically considered a way to "clear cookies".

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team carefully reviewed this idea, and based on our understanding, it does not fit our plans as managing report view is being redesigned and in the future, there will be only grouping by folder. Although we are closing this request, it will be kept in IBM's ideas repository.  We value your feedback and thank you for allowing us to partner with you in developing our products.
