Expand Iteration/Timeline Capability

Support at least 5000 iterations so a Test Plan including Test Suites can create unique TCERs

Iterations support separation of TCERs in test suites where a test suite in a test plan uses the same test case.  Support for 5000 test suites that share test cases for various mode testing and which can only be supported with test suites.   Adding Test Suites to Test Plans causes TCER management issue, so iterations serves as best solution separating TCERs 

Enable Test Plans Iteration schedules to allow mapping to test phase ids so can map with a name for consistent enforcement of uniquely named child iterations
