Add an interim status that a storeroom clerk progressed the status to on Mobile to indicate the physical count is complete

When a countbook status progresses to complete, the record becomes read only in Maximo and it becomes historical. This is an issue because actions like reconcile from the countbook can't be used anymore and you don't get updated statistics about the count on the countbook. The storeroom clerk should be able to indicate the count is complete without making the record historical without an inventory manager's review
