Add where clause param to MobileDB crontask to filter the person groups when generating mobiledb

Admin users can use this additional criterion to query the person group that must generate the database. In addition, an extra param to filter the person group when generating the MobileDB can reduce the generated data to insert into the mobile db. As a result, the Mobile user will see a selected set of Databases to download only rather than several database options.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The offering team has carefully reviewed this idea and has decided that it does not fit into our current plans, so the idea will be closed. The current request can be addressed by using a "service account" or a user that is not part of other person groups. We agree that a better control might be helpful to determine how the PreloadedDB is being generated and criterias used for this generation.
    The idea will be kept in IBM's ideas repository and may still be voted on. It might be reassessed or reopened for additional feedback in the future. We value your feedback and thank you for allowing us the privilege of partnering with you in developing our products.
