Add push notification system to ELM to warn users with a specific message

When a maintenance operation is planned, we need to communicate to users about the unavailability of the servers.

Today, we are sending mails. However, we cannot know if the users have read the message and are aware about the date of unavailability to save there work for instance.

The problem is, even with our communication, users don't read the mail (sometimes it is automatically in the trash) and they are complaining when the servers are off for the planned maintenance.

A solution is to have a push message system when an user logged in with an approval.

With this system, we will be sure that users have received the information and we will avoid to spam them with mails.

The message can have different level Info without approval and Warning with approval.

The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository.  We value your feedback and thank you for allowing us to partner with you in developing our products.
